During the second half of the long Australian nineteenth century (c. 1840–1914), drugs were subjected to increasing government control in a process largely driven by the temperance movement. Temperance activism and its highly public campaign against alcohol were the key to a profound shift in the social imaginary of drugs—the common understanding of intoxicating substances—which were converted from symbols of individual deviance to the structural cause of social problems.

An alcoholic drink called maireya is prominent in ancient texts from South Asia and features prominently in Buddhist law on alcohol. The article considers what we can say about the chronology, the nature, and the cultural significance of maireya. Maireya became prominent several centuries BCE, maintaining this high profile until the early first millennium CE. It was theorized to be made with an innately flexible formula with a secondary fermentation. Maireya is presented as a drink of social distinction. Flexible and based on sugars, maireya was an ideal drink to pair with the cereal-based drink called surā in Buddhist law, which reflects both the tastes and theories of this early period.

I’m based in LA, as an associate professor at the University of Southern California. I research and teach various topics connected to the cultures and religions of premodern South Asia, mostly using written sources in Sanskrit and related languages. I tend to be interested in subjects involving the manipulation and consumption of what were deemed significant substances—such as aromatics like camphor or drugs and alcoholic drinks. My first book, Sandalwood and Carrion: Smell in Indian Religion and Culture, was a wide-ranging history of the sense of smell, perfumery, and the use of aromatics in India. More recently, I have been doing a big project on alcohol, which also got me interested in some of the things we call drugs today.

The popularity of drug-sniffing dogs since the 1970s rests on the contributions of a dying technological movement—counterinsurgency science. A comparison of two drug-sniffing dog programs—the Federal Bureau of Narcotics’s detective dog of the 1940s and 1950s, and the Department of Defense’s detector dog of the 1960s and 1970s—documents how federal agents failed to institutionalize drug-sniffing dogs, while Department of Defense researchers succeeded. The disparate outcomes of the two programs illustrate, first, the contingent institutional factors involved in adopting dogs for drug control, and second, the fragile institutional relationships supporting counterinsurgency science and new drug-control strategies after the Vietnam War.

I’m an independent scholar, trained as a medical historian, living in Philadelphia, Pennsylvania. The large chunk of my research has examined the social conditions of health and illness, the political economy of medical technologies, and health-maintenance and knowledge production as problems of governance. I’m currently transitioning from academic history to a career in strategic labor research. In the meantime, I volunteer at Philadelphia’s famous medical history museum, The Mütter, where I’ve created a learning module for some 600 human brain slices cast in plastic.
The journal Social History of Alcohol and Drugs (SHAD), published by University of Chicago Press, is seeking a Book Review Editor. This position entails commissioning, selecting, and editing book reviews for publication in the journal’s bi-annual publication cycle. This position fills an important role in the journal’s editorial team, helping to ensure that SHAD provides scholarly reviews of the newest monographs in the field.
We are especially interested in providing reviews that cover wide temporal and geographical ranges, as well as a diversity of topics related to alcohol and drug history. We are currently in particular need of expertise in fields beyond modern Europe and North America. The Book Review Editor will join a small team of other Review Editors who meet virtually several times each year. This is a virtual position and is not limited by geography.

In a White House press conference on June 17, 1971, President Richard Nixon declared a War on Drugs. His message was stark: “America’s public enemy number one, in the United States, is drug abuse.” He announced that it was “necessary to wage a new, all-out offensive” on this enemy, and his campaign would be “worldwide” in size and scope. Fifty years later, the United States and, indeed, many other countries are reckoning with the fallout.
At the Social History of Alcohol and Drugs (SHAD), we are all too aware of the long term ramifications of President Nixon’s pronouncement, but we also recognize that the “War on Drugs” did not strictly begin in June 1971 and was rooted in prohibitionist impulses that built up over the decades; still, one can’t deny the power of branding—and in formalizing the “War” agenda at the highest level.
We are also committed to understanding the War on Drugs in locales and populations beyond the United States. And we are committed to understanding how harm reduction was minimized at the expense of more punitive measures, leading the War on Drugs to also become a War on People who Use Drugs.

Tell readers a little bit about yourself(and your co-author)
Chris was a PhD student at the University of Saskatchewan, and I was his supervisor when we began thinking about this topic. We were both interested in the history of psychedelic drugs, me from the perspective of medical history, and Chris more so from the perspective of cultural history. We started by comparing notes on how “bad trips” were described in different ways—as catastrophic in public health literature, but also as complex and even beneficial experiences, according to some consumers of psychedelics. We were curious about how the idea of “bad trips” became a short hand for understanding the values placed on psychedelics.
What got you interested in drugs (and their history)?
My own interest in drugs, and their history, stems much less from personal experience than many people might imagine. For me, it was always the politics of drug use, regulation, and criminalization that intrigued me the most. Or how people claimed to know about drugs.
Why do some drugs have a reputation for causing irreparable harm in some circles, yet have a certain degree of social capital, or even cultural caché, in another context? I was interested in how some drugs became the object of medical fascination but had different reputations or characters once they left the clinic.
This set me on a path of examining LSD and mescaline experiments conducted in Saskatchewan, Canada, during the 1950s. Saskatchewan was also place that had claimed the first socialist government in North America—a government, it turns out, that invested in psychedelic research and saw potential in the research for reforming mental health care. Since then, I have been curious about how psychedelics have been framed as a political tool or weapon—drugs that, on one hand, allegedly inspire tolerance, enlightenment, and self reflection, but, conversely, also drugs that trigger violence, narcissism, and reckless behaviour. These polarizing views about drugs and their users have significant consequences for how we view drugs as medicines or as substances of abuse—but also for how we consider drug users and pushers, or patients and psychiatrists and their interactions with psychedelics.

Delivered steps from Shanghai University, my 2019 ADHS keynote address in the Fall 2020 issue of SHAD foreshadowed my latest book OD: Naloxone and the Politics of Overdose(The MIT Press). The David F. Musto Center for Drugs and National Security Studies was the event’s host organization, and the SHAD editorial trio (editor’s note: Nancy Campbell, David Herzberg, and Lucas Richert) was in town for the first ADHS conference held in Asia, “Changing Minds: Societies, States, the Science, and Psychoactive Substances in History.” Thus my memories are bound up with an evening at Healer in Shanghai, where Phoebe Han mixes ritual, baijiu aged within live bamboo, creativity, and incense into exquisite concoctions (pictured). Even reading the page proofs of the keynote brought that moment of contemplative refreshment back to me like Proust’s imagined petit madeleines dunked in tea.
The keynote address condensed the book, which came out on March 5, 2020—right before institutions shut down in the face of COVID-19. Fumbling around Zoom and jerry-rigging cables to ease home WiFi traffic while pivoting my class “Drugs in History” online, I leaned into co-editing SHAD, heading a department, and maintaining a brisk writing and walking schedule with COVID buddy Marion Roach Smith. I learned more about promoting books than I ever wanted to know in the basement corner that became my pop-up studio. To up my audio game, I hid beneath a blanket to record, while coordinating my video outfits with a teal couch and russet walls.
